What if I don't know who to address it to?

Look once — the job ad, the company's team page, LinkedIn. If you genuinely cannot find a name, “Dear Hiring Team” is fine. Avoid “To Whom It May Concern”, which reads as a form letter, and never guess a name.

Do I still need a cover letter?

When the application asks for one, yes, and a missing one is often taken as a lack of interest. When it is optional, it is worth writing for a job you actually want and not worth it for a speculative application. The value is in being specific about that employer, which is also the reason a generic one is worse than none.

Should it repeat what's on my CV?

No. The CV lists what you did; the letter explains why it matters for this role. Picking one relevant thing and explaining it properly beats summarising the whole CV in prose — the reader already has the CV.
